Well, should I say it’s not surprising that 2 city councilmen did their homework as they were asked to do and fill out a questionnaire about the SPARC plan while the others said the dog ate their home work. Grade “A” to Chuck Fowler and Harry Silver….Passes to the two new councilmen, who were not in class at that time and “F” to the rest of the boys. They had three month’s to do their homework. But the dog ate it.
